Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Currently, in WIGM, when "Include non-transferable ballots" is used, the denominator of the surplus fraction is computed as the total value of all votes. An alternative method would be to assume that the denominator of the surplus fraction is simply the currently recorded progress total. These figures may differ when votes are rounded.
Assuming that the denominator of the surplus fraction is the progress total is analogous to "Subtract non-transferables" for the case where only transferable ballots are to be examined.
This minor difference can produce different results; for example, in the 2008 WA Legislative Council East Metropolitan region.
